You pose a difficult question. Have you always had the acne problem on your upper lip and chin area? Or is this only a problem when you use any type of product on your face? How old are you? What products are you using to shave?
It sounds like you have extremely sensitive skin that is easily irritated.
If wet shaving is causing you irritation, I would stick to the electric shaver. You won't get as close a shave, but I would take a little stuble over acne on my face.
Sometimes when you shave and use a face wash it can dry the skin out too much and cause it to produce excess oil which will in turn cause break outs and acne. It seems couter intuitive, but sometimes using a moisturizer after shaving can help with breakouts.
Most people think that all moisturizers contain oil, and that makes them think that it is going to make them breakout more. Forunately there are oil free face moisturizers out there. Anthony Logistics makes a great oil free lotion. one normal and one with SPF protection in it. Either one is a good choice.
